I think you need to make the folder a member of a group, then give the
group the appropriate permissions, through the tabs in the properties of
the folder. Enable forwarding through Exchange General tab.

If that doesn't do it, perhaps the anonymous or default accounts are
trying to send, and their permissions default to none.

Let me know if this works so I can note it.

By the way, I am awaiting approval for acceptance to user group, using
previous sysadmins user name to reply. If an admin is handy, please
accept brianb@... to the group.
