FYI - I got this working very well now.
In ESXi there is a manual override option for Memory allocation that can/should be set to [x] unlimited.
This was set to a manual memory value that was much less than the memory I had allocated to it.
This is not obvious when looking at Task Manager because the memory you allocated shows as available for use, but anything the system uses above the manual override value is SENT TO THE SWAP FILE.
Ouch ! This is a major performance hit !
If you are using ESX and have odd memory usage and poor performance, double check these advanced settings, they are a bit tricky.
