I assume you are Progress?
I had the issue you describe once.
- I believe something that an AppServer was connecting to had not finished starting.

Short term, just to get up and running I unchecked autostart on the appservers.
Made sure the database started.
Then I manually started each of the appservers in this order: MfgSysXXX,MfgSysXXXTaskAgent, MfgSysXXXProcesServer
I made sure each had started before moving on to the next.

Eventually, after going thru the tuning guide I re-enabled autostart & the appservers behaved from that point on.
