I do not have alocation in China, but for those of you running
Exchange have you thought about using RPC over HTTPS? It uses
certificates on the client for authentication. Check out the link

This also works well for laptop users that travel a lot and you dont
need to bother with a VPN or OWA.
With that said I am not sure how this will work with China. There
traffic is HEAVILY monitored.
