This is going to sound ridiculous for a solution and I feel ridiculous for not
actually checking it before, but this was what fixed my problem the other day.
The "help" folder was missing, I don't know where it went or why it wasn't in
the Epicor905 folder on the server I was working on, but I created that folder,
applied the help service pack and all of a sudden, my help was then working.
I am curious to know where the help folder went to, since I had applied the help
service pack previously.
For reference, this was a completely 64-bit Epicor 905.600 installation.

In your Client\Config folder, look in your Default.MfgSys file and
search for " <helpServer uri="" />". It ships with a reference to
an Epicor machine in Minnesota. Remove that reference (make the uri =
"") and it will use local help. If you have hosted help on a central
server, put the URI for the Help system there.
