You might want to check out PeopleTrak. We purchased it about 5 years ago and our HR Mgr. is pretty happy with it.
It does integrate with Vantage, but although we used it to upload employee data to begin with, we have kept it separate since the initial load.
It does various tracking and also has quite a few built in forms/reports that can be modified to your business.

What are folks using to manage their employee HR-related data? We're
not using Vantage payroll, but we will soon start to use MES to track
hourly labor for direct employees. Our salaried folks do weekly or
monthly timecards (depending on the site) by hand, including reporting
project-related time. But we don't have a central HR database and we'd
like something that would help us manage training-related processes for
ISO certification.
Open4 does all of that and plugs into Vantage payroll (not useful to
us) but its expensive.
Are there better/cheaper options? Vantage integration isn't important
to me, but feature coverage, ease of use, and cost are.
