Just one more thing.
So, now I am thinking that for some reason, some operations are being considered as WhatIf....
After playing with the problem job some more, I had ended up with three OPs - 5, 15 and 30.
OP 30 an example of one without any dates.
When I looked at the JopOper records for that job.
There was one difference that stood out - OP 30, field WIName had my userID, for the other OPs it was blank.
Data Dictionary says ---
This field is blank or contains the UserID. When not blank it indicates that the operations schedule has been changed and is considered as being in a "What If" mode.
This field is also used as part of an index which allows the system to quickly find the operations that need to be reset to "Actual Schedule".

A job won't schedule if it is for an anapproved part rev or if any resource group/resource called for as an OP Dtl is set to inactive OR if the resources an OP will be scheduled into (even if you've defined your op dtl with a resource group) is finite and you've set up with a calendar that has zero hrs.
