You can set up a consumables warehouse and make the bins non-nettable. Set
up the part to use a part class that is assigned to the expense account
desired for those items and make the default bin the one created above.

purchase that part, I don't want it to inventory to accumulate.

inventory. Is this possible? What does checking an item 'NonStock' do?

Non-stock triggers some basic defaults in the system but does not prevent an item from being stocked.

For example, if a manufactured item is flagged as non-stock and is called out on a sales order line it will automatically have the "make" box checked so that it will appear in the Job Hub (sorry, old school terminology...I think they call it Mfg Suggestions today).

If a purchased part is flagged as non-stock when it is called out as a material sequence the 'purchased' (meaning purchased direct) box will be checked.

It also controls some filtering on certain inventory reports (e.g. Stock Status)

This is how we handle "expensed" items: We do create a vantage number for supply type parts so we can keep vendor information, etc. When we buy it, we add and underscore ( _ ) after the part number in the PO. When the PO is received in, the costs goes to the account specified in the PO (or by the part class of the original part). Non stock doesn't affect theses buys, it will on affect how parts show in suggestions, either direct to the job, or to inventory.

It will change the qty to 0 and reverse your expense. This may have been
fixed but I am not sure.

You can set up a consumables warehouse and make the bins non-nettable. Set
up the part to use a part class that is assigned to the expense account
desired for those items and make the default bin the one created above.

Is it possible to have a part number in the part master but when we actually
purchase that part, I don't want it to inventory to accumulate.

For example, we buy a certain type of paint with a specific part number. I
want to put that part number in the part master so purchasing can easily
pull it up. What I don't want is actually quantity to accumulate in
inventory. Is this possible? What does checking an item 'NonStock' do?
