Ah yes. That's the trick. I tried it directly in the root start menu, and also made my own directory off the root start menu --neither of which worked. Putting the shortcut under "Programs" works.

So apparently hotkeys aren't recognized in the root directory of the start
menu, but they are recognized on the desktop and under the programs menu.

It will recognize then anywhere in the Start Menu tree, too. I like to
setup a Start Menu\My Stuff\Keyboard Shortcuts and prefix each shortcut's
name with its key letter.
