I am using XP pro and with it you can do this by going to Windows explorer
--> Tools --> Folder Options --> File Types --> click on TIF in the list
--> of
file extensions and click change to choose the program you want to use to
open the TIF file with. Other versions of Windows allow you to do this but
the way you get there may be a little different.

Is it Outlook or Windows that decides this? I usually do the following when double clicking on an attachment runs the wrong app.
1. For Win-98 in Windows Explorer find the file type in the folder options - file types menu
2. Delete the entry for .tif
3. Save the attachment to the desktop
4. Right click on the new desktop icon and select "Open with..."
5. Select a program and checkmark to open with that program in the future

For Win2K it is a bit easier because instead of deleting it in #2 you have a "change" option and can skip 3-5.

Or did I missunderstand the question?
