If you accept that your system simply MUST reflect the real world in real time, Inspect Fail the receipt (all qty) and from DMR processing you can do partial qty Pass dispositions. Set up a Reason Code for this so it doesn't make your DMR record driven vendor quality measures look artificiilly bad.
Most people would just physically move the parts (with proper labeling) & get the order out (even if that means a temporary negative o/h in some warehouse/bin) - and then catch up on the Inspection transaction when inspection is truly complete.

In developing processes for our upcoming implementation, we plan on
product going from p.o. receipt to inspection. We have discovered that
from inspection vantage will not allow us to move partials from the
receipt. For example: we receive 600 units, they go to inspection and
inspection processes 100 for a quick shipment. When we tested this the
error message was qty passed and qty failed must equal total receipt.
I'm sure others have run across this as this would be a standard
operating process in several industries and markets. If someone has
developed a work-around or discovered a method that works please advise.
