The general rule for Progress is "Install patches only if it addresses a
specific problem that affects you, or you are directed to do the install
by Progress Tech Support" (Paraphrase for Progress site). Having said
that, I have followed both paths (not installing, and installing
although I had no specific problem) and cannot say either is better. If
you follow the patch instructions, it is very easy to back it out if you
decide that it was "The Wrong Thing To Do".
