Admin Tools and Schema Changes are 32-bit only. It is in the install guide...buried...but it's there. Says that 64-bit installs require a 32-bit workstation. We encounter this issue with practically every client we visit. We pretty much make it clear that the client will need a dedicated "Admin" workstation.
