PO Suggestions by Requisition are all quantities of Requisition generete even if there is on-hand?
Actually I should be. Because I need a PO where on-hand is not considered.

Yes, when a Requisition is sent to purchasing it becomes a new PO suggestion, for the amount the user entered on the Requisition. BTW it also does not use any inventory parameter type setting on minimum order quantity/maximum order quantity. It makes the PO suggestion for exactly the amount on the user entered Req.
