We have one user who uses the linked forms method that happens when you right click on one form (purchase advisor) and then opens the Time Phase. When I do this, if I change the part number on the purchase advisor, the time phase changes at the same time. When he does it, it shows the linked part number at first, but then never changes. Any thoughts?
I think the Epicor behavior you describe is called “Publish and Subscribe” Where you can right click open with and then the “child” window “follows” the first screen’s ID. So you can use that terminology when speaking about it in the future.
Maybe try clearing out that user’s personalizations?
Other than that I wouldn’t know why Publish and Subscribe would break.
The ongoing Pub / Sub linkage from one form to another can be suppressed by holding down the Ctrl key as the second “subscribing” form is launched. Make sure your user is not somehow pressing that key as the Time Phase UI is being opened.

Apparently there is a bug that is fixed in version .28 per Epicor Support
