I assume you are doing this in Report Builder. This might make it a brunette moment, add a couple of filters to your filter:
OrderHed.OrderDate = 05/19/2003
and ShipHead.ShipDate = 05/19/2003
or better yet,
OrderHed.OrderDate = 05/19/2003
and ShipHead.ShipDate = OrderHed.OrderDate
