Service Connect Workflows?

How do you create a webservice? What program do you use to create it?

Does anyone have any other good workflows you would like to share? I am
sure the group can benefit from well executed workflows.

I have created a well structured work flow for sales orders entry where
it is being supplied a xml generated from our website and converting it
to new sales order, then it is attached to a external webservice that I
created to contact the customer, and customer service after all the
processing has been completed with a valid order number.
