Sure.

Look at the folder you created it has a folder number and is attached to a
parent folder.
When you create the report start in the folder you created so it gets tagged
as the parent when you add or make sure the report your adding has the
folder you created as the parent.

Is ther a way to make a Sub Folder that I can put RB reports into? I can't
seem to make it work. I add the SubMenu and that shows up fine, but I can't
seem to figure out how to put RB into that folder.

Yes, I have lots of them. This is on the regular Vantage menus right? Thru menu maintenance?

If I remember right though to get the first report in the sub-menu I had to manually change the "parent" menu name to be that of the sub-menu when doing an add. After that I selected the last report on the list in the sub-menu and did an add to append to the list of reports.
