[6.1] PET won't run on Win2003Server

I have seen this before on a windows 2000 server with Progress 9.1d.
From what I can remember the PET MMC plugin was corrupted. I think we
had to reinstall progress to get it working.

The server is definitely on the network because I have been copying
files from the old vantage server to the new one. Including the latest
patch releases.

I maybe should have been more specific about the issue...when starting
PET it gives an arror about not being able to initialize MMC and when I
look on the Epicor knowledgebase it says that msjava.dll is in the wrong
place and to change a registry setting. BUT msjava.dll is not to be
found anywhere on the server and the Microsoft KB article said that
Microsoft VM is no longer automatically installed on Win2K3 servers. I
tried copying msjava.dll from the old vantage server to Windows/System32
folder but there is obviously more than just that which is needed.

At the moment I am suspecting something in the Vantage install did not
run correctly because I think I've seen a bit in it before about
installing a virtual machine and some java stuff. I may scrub and
re-install. Trouble is the cutover is supposed to be Thanksgiving
weekend so time is running out.

The only problem I have ever encountered with PET not starting on W2k3
is if I don't have a network connection. I've rebuilt my 6.1 test
server on W2k3 numerous and have never not been able to get it up and
running without just the basic server install. I usually just plug in a
cheap netgear router and everything works fine.

patched up to the latest. But can't start Progress Explorer Tool because
apparently (according to MS KB) the Microsoft VM and Java stuff is not
installed on Windows 2003 Server. I've checked with Windows Update but
can not find it there (as advised by same KB article).

Anyone know how to get this installed so PET runs and I can setup and
start the DB?
