That happened to us often when we were on Vantage. I ended up using a UD table form with Key1 and CheckBox01. I added a record with the key "email". I set a BAM to send me an email when the check box was checked/unchecked. I used the UD entry every morning to test to see if the email was working. If it wasn't working, restarting just the process and task agent appservers worked most of the time. I didn't need to kick anyone out of the database to do that. Occasionally it really stuck and needed a restart of all three appservers. Testing every day to make sure the email was working minimized the impact when it stopped. I never found a reason why it happened. I was very happy to find when we tested and then converted to E9 that the email/global alert system seems much more stable. With Vantage it seemed to be something we just had to live with.
