Found the problem... right at my own doorstep.
I had uploaded a number of Inventory Transfers via DMT on 2/1, but it turns out that the file I uploaded was at least 2 weeks old, so naturally inventory levels had changed. Epicor will allow the DMT to bring a bin to a negative stock level even if the Part Class that part belongs to has a "Stop" flag, and that once a part actually GOES negative it can stay negative and move all around.
Now to fix the issues with as little further harm as possible...
