We get this quite regularly in E9. We sometimes get it where it asks us to save changes, even though you only have the main screen open.
If you right click on System Monitor in your icon tray and choose Exit, you should be able to close it straight away.

I'll get the same thing happen but I am on 6.0. My one constant I have seen
is that it happens on my Vista and W7 machines. Mostly the W7 machines.
I'll have to go into the task manager and kill the prowin32.exe process.

Have client computers that are randomly having an issue closing the
Epicor 9 client program. They will click on either the red x or file
close and nothing happens. Only way to close the client is to end task
the mfgsys process. Anyone else run into this or know how to fix it.
