That was the ticket, I was using a UNC path instead of the drive letter
path.

Here are instructions directly from support:
PROMON NEEDS TO BE SETUP ON THE SERVER
Progress Monitor (PROMON) displays performance and usage information about
database status and activity. This utility also allows you to disconnect
individual users.
PROMON can be invoked at the DOS prompt or invoked through a Windows icon.
To run Promon from a DOS prompt:
1. At the server, open a DOS session.
2. Change directory to: c:\epicor\prgs91D\bin (Where 'C' is the physical
drive letter where Progress and Vista are installed)
3. Type: promon c:\epicor\mfgsys60\db\mfgsys.db and press enter
You will see the Promon menu.
To Run From Windows Icon (Version 6.0)
1. Creating a PROMON Icon
2. Right Mouse click on the server desktop and create a new shortcut.
3. Click the Browse button and map to c:\epicor\prgs91d\bin\_mprshut.exe
4. Click Next
5. Rename the shortcut to Promon
6. Click Finish
7. Right mouse click on the new icon and choose properties.
8. In the Target line click the cursor after the text
"C:\epicor\prgs91D\bin\_mprshut.exe" and type:
-0 C:\epicor\mfgsys60\db\mfgsys
9. In the Startinline change the path from c:\epicor\prgrs91d\bin and type:
C:\epicor\prowk91D
10. Save the changes.
(Again, 'C' is whatever physical drive you have installed progress and
Vista to)

Now, what is the syntax for my database name in Promon?
I've tried UNC and IP:port with no luck.
Are there instructions for this utility somewhere?
I'm stuck at the front door.

There are 2 different utilities we use depending on the type of hung
session. There's PROMON and also the SYSUSR52.R utility (this is the name
for 5.2 which we are still on). For the sysusr program, you have to call
support to get it and it comes with instructions. For promon, you need to
first set this up on your server, then option 8 to kill a session. I
believe the instructions for setting up promon are part of the Vantage
install guides - if not I know I've found them in the past by searching
the
vantage answerbook. You can also end user sessions directly from Vantage
on
the server only through "System Management" -> "Utilities" -> "Connected
User" -> "Disconnect"...
