I may be wrong.. but you could shake this out, if you have a purchase to job material, and when you schedule that job, and do not ignore constrained materials, the operational start date that the material is tied to will be based on the expected receipt date of that material. As to standard visibility to that condition, I think you could easily write a report to see that condition, but that assumes the job has been scheduled. It might get a little complex to back date from that operation through the critical path to the start of the job itself.
