MfgSys.exe error - Windows Generic Error Code

This has happened to me a few times.

Using Utilities > Personalization Purge, my e9 admin deleted my menu history and then it loaded fine. I see there is also a Main Menu Layout -- might have been that one too.

We have this generic windows error pop up. The weird part is that it is only for one user on one computer. If any other user logs on to the same computer, there is no error. If that user logs on to another computer, there is no error. It's only when that user logs in to that one computer. We have tried to replace the config file under that user's folder, and that didn't fix the problem. Does anyone have any idea what to do about this?

Backup local files, IE favorites, whatever then delete and recreate the
user account on the computer.
