Not sure if it could be done in MS Access using VBA, but I have written
Visual basic programs where I set them to run full screen, remove the
min/max functions and tie the windows shutdown/reboot API call to the close
procedure of the program. Then edit the registry and launch this
application in the window\currentverion\run setting (just putting it in the
startup folder will not work because users can override and not have any of
the startup folder programs run by holding down the shift key while logging
in.). That's not saying they still can't boot to safe mode or even DOS and
edit stuff, but this is a little more tougher for the common users to get
around.

Subject: [Vantage] Off Topic - Windows shell
Does anybody know how I could accomplish this through Group Policies or
Third Party Software:
I need a workstation that is completely secure and only shows a Microsoft
Access program when a user logs in. I don't want the user to be able to get
to the desktop, run any other programs or be able to exit the Access
program. All I want is a Microsoft access program menu to show. This menu
will be linked to certain documents in Word, Excel and PDFs but the desktop
should always be Access. Any ideas how I might accomplish this?
Thanks,
Jasper
