Order job Wizard Disabled - Why?

Answered my own question.
The need by date in the lines where blank , once filled it worked fine.

I have a strange problem.
I have a order that has 5 lines and 4 of them are parts that doesnt exist in part master so they are by default selected as make direct.
So normally the Order Job Wizard menu would be enabled to create a job but on this order it is still disabled.
Does anyone have a suggestion why?
