Override icon appears on Release sheet

We create Sales Orders from Quotes, within the Order Entry screen.
Some of the lines in the Quote are created from Configured Part numbers.

Occasionally, when an Order is created this way, some of the Order
lines will not create a Job using the Job Wizard. When you examine the
Order Release for these lines, the Release sheet will NOT have a check
in the "Make Direct" checkbox and the "Override" icon will be
displayed. If we go to the "Line" sheet and then check the "Rework"
checkbox (by default-not checked) and Save, then uncheck the "Rework"
checkbox and Save, the "Override" icon will go away and the "Make
Direct" will then be checked and we can then create a Job using the
Job Wizard.
We need to understand what we are doing wrong that incorrectly sets
the "Override" icon on the "Release" sheet when using the Order wizard
to pull in a Quote.
What's really strange is that it sets the "Override" and does not
check the "Make Direct" checkbox to true.

Has anyone experienced this or have any idea what may be causing some
of the Configured part numbers to set the "Override" icon on the
Release" sheet?
