I would say no. Our supervisors are notorious for having two, three, four,
or five empty login screens hanging around. (I even have it on autostart
and they still click the buttons 6 times) I've never had the promsg error
because of it. We are on 5.0, the supervisors machine was NT4.

Here's a theory. If someone double-clicked the Vantage icon, but never
logged it, would it lock up the promsgs file during that timeperiod? I
believe 5.1 has a 'timeout' as they call it, they closes a login session
after a specified period of time. We have had his issue happen at least
three times over the past two or so months. Each time, the phenomenon
occurs, it eventually clears itself up (with no user intervention). We
didn't reboot the server or even restart Vantage. But during the time the
problem was happening it sure was odd.
Is the promsgs file locked somehow during a login? Does anyone know?

Troy,
We had that happen last year when still on 3.0. I forget the exact
reason
but it was something in Progress that didn't get reset correctly after
somebody logged on. Same thing - anybody who was already in was fine
but
nobody else could log on. There was a Eranet document on this that was
for
version 2.something that said to reboot the server. I threw everybody
out
of Vantage, rebooted the server, and it never happened again.
