two licenses.

I can't remember if we had this problem on version 4.0, but we did on
version 5.0. We found out from Vantage support that Vantage will "pack
man"
licenses. Basically for some reason progress will release a license
from
PROMON, but Vantage will not let go of it. We had to get a license
reset
program from Vantage to fix the problem. Call support and see if it
happens
on your version.

(no-one
has a license locked)

You could try an unconditional shutdown. Restart vantage and see if you have the same problem. Good Luck.

I don't know if there are any less painful solutions, but I have the same
problem occasionally on 5.0. Stopping Vantage, and then shutting down the
server and rebooting frees up the lost licenses.
