Your Vantage.Ini is probably best left un-writable to most users.

I just make shortcuts directly to Prorb32.EXE. Be sure to specify a
startup directory in the shortcut that the user has write access to, or RB
probably won't run. There are a few other advantages to this too - each
person can have their last file and other settings saved separately. I
keep two desktop shortcuts to RB; one starts up in the shared directory on
the server, the other in my personal files.

When users go into Report Builder the get a message:
The intialization file v:\vantage\vantage.ini is not writable..
Changes to the defaults will not be saved.
I talked to support about this - it because of security on the Vantage.ini
I checked my security - the report modifier people can
read - Epic50 folder
read - Vantage folder
read - change Vantage.ini
But I get the above error and the users can't save changes to the reports
even though they have full rights to the report directory

We have our Vantage.ini locked down because of Custom Programming code that needs a certain path in the Vantage.ini file - and each time we installed a Vantage Client, it would remove that path. So now, we get the message that you related below, but that doesn't stop us from modifying reports. It only stops RB from remembering which Library was opened last. That's fine with us.

In your case, your saying users can't even make changes to RB reports, correct? To me that would mean your RB reports might be in the Epic50 or Vantage folders and can't be written to because of the ReadOnly status on those folders. Try saving to a Library on your local PC and see if you can make the changes to a report and save them.
That may point you to where the problem lies.
