Report Builder Does Not Start

Start R.B. from an icon under the Progress menu (should point directly to
ProRB32.Exe) and not from the Vantage menu (points to a .VTG file). Make
sure the "working directory" or "start in" directory in the shortcut /
icon is one the user has write access to (they probably don't [and
shouldn't] have write access to the server's Progress directory). R.B.
will fail to start if they don't have write access there.
