How do I restrict specific users from being able to create purchase orders?
I would imagine this is a setting in menu security maintenance but I am unsure which security ID it is under or how to go about chaining it.

You’re looking for the Buyer functionality. That controls whether or not someone can create a PO, or even whether they can edit a PO entered by someone else. There’s also dollar limits and approval hierarchies.
Whether or not they have access to PO Entry is kind of besides the point. PO’s can be created from other applications in the system.
There are several users in my system who are “buyers” (mostly for RFQ functionality) but have a spending limit of 1 cent.

At the most the basic level, create a security group and assign it to the Purchase Order Entry screen.
Assign the group to those users you want to be able to create PO’s.
Beyond that there are buyers and authorised users to look at.
