Set all Toolbars to colored E9 style

I have seen someone set the Toolbar in E10 back to the old colors of E9 instead of the Gray and White.
Does anyone have the procedure for this so it takes effect globally on all forms?
I am not sure if it was a Style thing or a system setting or?

Any help appreciated.

the office 2007 theme is pretty close. Its built in right out of the box.
