Unable to open convmap file '\convmap.cp' in Vantage 6.1 and Win

I followed the knowledgebase article and I still get the same error. The only difference with the knowledgebase article and our environment is we are using Progress 9.1D. But I was able to export the psc registry keys from a working pc and import them on the pc with the error and it did not fix the issue.

After finally getting Vantage to run on a PC with Windows 7 64-bit OS, I am having problems getting Report Builder reports to run on that PC. When I log in as the normal PC user, I get an error "unable to open convmap file '\convmap.cp'". However, when I log into that PC as myself (network administrator), it runs without any problems. I tried making the user a network administrator in Active Directory, but that didn't work. I believe the problem is permissions, but both the normal user and myself are set up as administrators on the PC. Has anyone seen this issue and what did you do?
