Is there a way to bypass Job Entry rules to Update Job material Comments on an engineered job? I believe even updatable Dashboards requires the job to be unengineered to change a comment.

Yes… In Company Configuration there is a setting on the Production/Job tab… “Change Engineered Jobs” section has two checkboxes. “Prevent Changes” and “Create Audit Log”… those drive this behavior.
