Alert Groups Functionality

Is anyone using this functionality and is it working?

I created an Alert Group and selected the Global Alert "Job engineered status has been changed". I then added a person in 'Person Maintenance' and selected the aforementioned Alert Group. I then went into 'Global Alert Maintenance' and set "Job engineered status has been changed" as 'Active' and 'Send Alert'. Note, I did not insert into the "To:" field since everything tells me this should go to the "Specific Recipient: Group(s)".

No alert was sent while processing the trigger in Job Entry.

If I go back to 'Global Alert Maintenance' and add my email address in the "To:" field the alert is sent.

This tells me the Alert Groups are not working as expected. Am I correct or have I missed something?
