That is correct, unless you select "see all territories" check box.
Then you can see all the territories.
This is a great feature if you are working with a large sales force that
only want's to see their customers.

"workforce" (salesperson/s)linked to the territory.
The workforce has "authorized users". Authorized users determine access to
see customers by territory.
If you are on only one workforce as an authorized user, you can only only
see customers related to the associated territory.
